Try leaving the fleet and go to any planet, right click the character portrait and choose Reset All Instances, then go back to the fleet and try again.
Ok, I followed the instructions, the only option that appeared when I got to the planet (which was Quesh), was Local Instances, so I did that, and went back to fleet, and it still wasn't there. I couldn't abandon First Strike, I don't know if I will be able to abandon the follow-up quest, when I get to Ilum, so I didn't test that yet.
