Cannot accept EULA or scroll in patcher during new install

Title says it all for the most part.  I cannot affect the EULA screen at all and the text does not initially appear.  If I minimize the window and restore it, the text does appear, but I still cannot...

Just to confirm you can see the tickboxes ?

The launcher is like a web browser , and can be affected by antivirus and similar that monitor web browser content

    Cannot scroll or tab through the window to even see these boxes. I don't run any anti virus other than the default Windows stuff. Also, Windows firewall is off. For reference, I'm using Windows 10.

      Give the launcher repair utility (link) a try and see if it has any impact on this

        I just ran this application, and it appears there is no difference whatsoever.  I still cannot see text on the EULA screen until I do the minimize then restore trick.  Then, I still cannot scroll the window nor press "Accept."
