Cannot accept EULA or scroll in patcher during new install

Title says it all for the most part.  I cannot affect the EULA screen at all and the text does not initially appear.  If I minimize the window and restore it, the text does appear, but I still cannot...

I just ran this application, and it appears there is no difference whatsoever.  I still cannot see text on the EULA screen until I do the minimize then restore trick.  Then, I still cannot scroll the window nor press "Accept."

odd it doesnt appear until after a minimise

Having a think on possibilities, Maybe video driver related ? what driver are you running

    Radeon Software Edition - Crimson ReLive
    Graphics Chipset - AMD Radeon R9 200 Series (speficically 280X)
    Memory Size - 3072 MB
    Memory Type - GDDR5
    Core Clock - 1030 MHz

      Guess Try going  back to 16.12.2 ?

      Running on default DPI etc ?

        I have seen browser extension affect the launcher, but haven't seen this particular issue before , hence offering suggestions for testing 

        worthwhile disabling all browser extensions as a test as well
