Seems the linked ea account has been disabled and had its data wiped due to inactivity, you can try using this link with the email used which was an Outlook email address but it is a different email from the one on your Swtor account

Also just be aware there is an issue with some credit cards from denmark as well , however paypal will work

Support said the linked EA account is still disabled , so the right outlook email address hasnt been used in the link 

if cant resolve give swtor support a call the lines are open , they can assist you with this

i cant help further with this if the linked ea account still shows as disabled , support can put a new email address on it so the account can be restored 

only they can assist you with this if it remains disabled

Support said they see no account issue , they can see purchase attempts that have been rejected by the bank for some reason 

maybe remove and readd the card , try a different payment method otherwise maybe see if the bank can see any issue on their side
