Ensure the launcher.exe is in all the exception lists for the antivirus and firewall
To run the launcher as administrator , right mouse click on the game shortcut and select properties, then click on the compatibility tab , tick "disable full-screen optimizations" and tick "Run this program as administrator", then click ok.
Can you then trigger a file verification per this link initially
So it didn't work. And while the game was close to 96% downloaded this message came up. Any idea what that means?

That is a fatal error in something other then the game , as can be seen it is explorer.exe
This is likely a hardware error potentially the HDD , however do the following
Press the windows key and type cmd , right mouse click on command prompt and select run as administrator
In the black command window run the below command, it may ask to run on the next boot.
chkdsk /f C:

Here is the dxdiag thing. sorry I don;t really understand computers that well. didn't think downloading this game would be this technical.

I see the issue , apart from this system is scraping the minimum requirements
The issue is you have no hard drive space left which is likely (is) why the download stops and all of a sudden you get I/O errors.
Dxdiag shows the hard drive is full , and the game takes up near 40GB of hard drive space but your hard drive is only 58.4GB to start with.

Total Space: 58.4 GB
File System: NTFS
