Can only suggest changing the email on the EA account to one from a different domain this will also change the email on the swtor account
There could be a lot of reasons for this delay, have seen issues with outlook/hotmail addresses a few weeks back if still relevant.

Enter the One-Time Password sent to your email address, why not link the account to Text like some parts of the game do. today security on the Computer will block your attempt to verify the computer normally it's not the type of email it is the Computer so 15 mins pass and we can not go on I am trying to use the 2 step verification so I need the step to go on of One-Time password.
