It's not possible for me to move or right click after pressing the control key. If I am moving or holding down right click already and then press control I won't suddenly stop, however. I found a relevant post from a few years ago that elicited a customer service response, but it seems like the issue is still around. (http://www.swtor.com/community/showthread.php?t=103932)
I doubt it will ever change , the ctrl key is used for a lot of things both in and out of swtor as a bind, I think when you press CTRL it is waiting to see what command you want to use
eg CTRL U turn on/off UI , CTRL S turn on/off Sound, CTRL ALT SHIFT F turn on/off Framerate, CTRL T Turn on/off Nvidia 3D etc
I mean, that's the case in a handful of other MMOs where this certain issue doesn't occur so that's not really a solid excuse for what's been an issue since release.
Google AutoHotkey. Download and install
Make a new txt file and rename it *.ahk
Put this into that file
SetTitleMatchMode, RegEx
#IfWinActive, Star Wars™:

send {RButton up}
returnSave and run that file. Might have to run it as administrator but that's not always required.
Been using AHK for about 10 years now (to fix this tiny stuff that's in damn near all games now sadly) and never been banned for it. Only had issues in one game and that was Black Desert which just refused to run if AHK was on in the background. At the moment my *.ahk that I always have on is 270 lines long and includes games like Destiny 2, Battlefield and The Division, all running without any issue.
