Can't redeem code

Hi there. Getting this error anytime I try to either Redeem a code or try to buy a Subscription for my account. Created this account back in 2013, played for a long time, stopped playing and now I am back. Had a buddy try to gift me a code to play again, went to redeem the code and it gave me the error in the picture. Thought nothing of it, went to get a sub instead and gave me the same error. Confused on what I should do. I tried a few troubleshooting things like resetting the password, updating my security questions, nothing worked.
