The screen where you'd select which to purchase is being replaced with that error screen listing your insufficient funds. If you want to see the account wide costs check to see if your main displays them if you've got a quantity of CC there. Or use this link http://dulfy.net/2012/10/23/swtor-cartel-market-items/#3 . Some stuff will most likely be a little outdated by now but it'll give you ballpark numbers you'll need.

I feel bad bringing this up now. But not knowing your actual situation I'm going to point out it might be cheaper to buy additional characters slots on your primary vs how much doing a full second account can be.
That will be maxed out in due time...which is why I open the 2nd account in preparation for that. But I appreciate the info. 🙂
