checked bios date/time. it's correct
never really had to do with certificates at all. is it possible to check if the needed cert is in place or could it be added manually?
Can you check if KB3033929 was installed , it is related to this advisory for SHA2 in Windows 7

Here is a good link with steps to look at the certs installed
- Go to Start > Run.
- Execute the following command: “certmgr.msc”.
- Check if the following certificates exist in the local computer:

I think you might've forgotten to paste the info about which certs

Check the ones listed in the link itself some related are also listed below
Symantec Class 3 SHA256 Code Signing CA
Symantec Time Stamping Services CA - G2
Symantec Time Stamping Services Signer - G4 - ApprovedAnonymous7 years ago
looks like
Symantec Class 3 Secure Server CA - G4
Symantec Class 3 SHA256 Code Signing CA
are the only symantec certs installed.
from the linked list
Symantec SHA256 TimeStamping CA
Symantec Time Stamping Services CA - G2
are missing as well as 2 of the ones you listed

guess that could be the problem. is there a way to manually add the missing certs?

I need to go as its near 11pm here , I am trying to get one of the CS to check the certs they have installed for comparison , will not be able to respond until tomorrow unfortunately
Windows 7 should auto update certs so it is strange

no big deal, a day more won't matter. thanks for your help so far
it's kinda weird. looks like the cs doesn't have the symantec certs either so they can't be the problem.
in any case i'll see if there's a way to force an cert update.

I am not even sure the issue is a missing certificate, if you are up for it, repair install per this link refreshes everything and retains user data and programs
All that should be needed is to re-install the windows updates again

i've done a repair install not too long ago (february) . could windows have any logs as to what's going wrong when it tries to authenticate?
