Evening, I believe I can provide the assistance that you have been looking for sir.
This link is to download "Notepad++" to make life easier

Now for the fun part
Your Game UI information is in your %appdata/local/swtor/swtor/settings/GUIProfiles...
Here you will find the one that you use... you can 'edit' this and start doing crazy stuff...
DO NOT DO ANY OF THIS WITH YOUR GAME OPEN/RUNNING!
I "Believe".... this is the one you wish to change...

*Add a scaling line to that section like one of these examples.
<scale Type="3" Value="1.500000" /> =150%
<scale Type="3" Value="0.800000" /> =80%
<scale Type="3" Value="0.500000" /> =50%
Make your change, save the file, and then load up your Game to test...
If you want to play it smart, make a backup of the GUIprofile before you start playing with it.

I got these values firstly:

<AnchorOffsetX Type="3" Value="0.000000" />
<AnchorOffsetY Type="3" Value="0.000000" />
<AnchorAlignment Type="3" Value="9.000000" />Then switched offsetY to 0.8, then x to 0.8, then last thing to 0.8. Nothing.
The thing is all of my chars using same GUI. And some of them have this problem and some arent.
UPD: maybe worth mentioning - when I just logging to problem char for first and only for the first time tooltip is fine, but if I move mouse away and back - problem appears.

Sorry I didn't see this, (In the future if your looking for a specific answer from a specific person you can type @ and you will get a list of names of folks that have participated in the chat, or you can do the @ and manually type out the persons name and EA (behind the scenes) will email that person directing them to your post.
Umm I wasn't suggesting that you change the X/Y anchors, but more so add a 4th line ie: something like I suggested would then scale down that particular window making it smaller, as it appears you do not have exactly a Large screen so 'Screen Real Estate' is at an all time high High Commodity price.
