Issues with elevators are usually a connection issue of some kind
example https://www.swtor.com/community/showpost.php?p=9895947&postcount=5
now saying that , your windows install is woefully outdated (18362.19h1_release.190318-1202)
look at sorting that first, and if windows updates are not working
open a command prompt as administrator and run sfc /scannow
if that doesnt help see https://support.microsoft.com/en-us/windows/windows-update-troubleshooter-for-windows-10-19bc41ca-ad72-ae67-af3c-89ce169755dd

I am not sure 100% on teh cause but read the post at https://forums.swtor.com/topic/882552-auto-elevator-not-moving-on-screen/#comment-9568389
it is related to toredo with windows, maybe disable ipv6 and see if that has any impact
- 3 years ago@proxos666 well we have some changes now. When I disabled ipv6 it made some progress and elevators are now stuck in the middle of place tho

follow what trixie suggested
otherwise maybe an inplace repair install may help , per https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html
only windows updates are lost, all data should remain
