Issues with elevators are usually a connection issue of some kind

now saying that , your windows install is woefully outdated (18362.19h1_release.190318-1202)
look at sorting that first, and if windows updates are not working
open a command prompt as administrator and run sfc /scannow

it is related to toredo with windows, maybe disable ipv6 and see if that has any impact

otherwise maybe an inplace repair install may help , per https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html
only windows updates are lost, all data should remain
