EUAL AGREEMENT keeps popping up every time i log in

Had this account for some time now i linked it to steam via a tech suggestion since the launcher was giving issues now i did a verify files on steam since i was having GRAPHICAL issues in game as in Mobs shooting from INSIDE the floor and my companion can only shoot them had this issue before. It said files corrupt will redownload next time log in!  But now iam getting this EUAL everytime log in, they claim its because either my end or their end is not acknowledging i have already logged in before!  I even unistalled deleted the data and reinstalled and had to not play for 8 hours while downloaded! The issue still persists sending image of the eula that keeps popping up and the screenshot of the graphical error even seen one mob just drop through the floor! The issue has been happening since the most recent update if that helps
