F2P Players Restrictions

Hello, I came back to SWTOR cuz it became Free-2-Play. My question is after 2 years of not being able to play (old pc)

Why is my character still stuck on Lv20 after I have achieved my ship?

I checked on [Reddit] about the restrictions of being a "Preffered" "F2P" and "Subscriber"

But I've been leveling and STILL stuck on Level 20.

Can someone care to elaborate on this "issue"? 😕
