Flashpoint: The Foundry Story Mode

I'm trying to complete the Call to Arms quest and I'm at the part where I need to complete Flashpoint: The Foundry. I'd like to complete it in Story Mode so I can actually pay attention to the story, but when I go to the quest giver (Sergeant Lodani), I can only start Veteran Mode. The Veteran FP also appears in my Activities finder but there's no The Foundry in the Solo tab. I've tried asking people in game and they confirmed to me this FP has a story mode and is supposed to show up in the Solo tab.

What I've tried:
- Resetting phase

- Logging out and back in

- Abandoning the Call to Arms quest and doing it again (the first time I did FP: Boarding Party in Story Mode without problems, the second time I did it in Veteran Mode for the sake of speed)

- Leveling up past the recommended levels - I've seen mentions of different levels that are supposed to be required for this FP from 29 to 38, but I'm lvl 40 now and still have the same issue

Any ideas what else could be the reason why this mission isn't showing up in Story Mode? I've completed the SI story on Balmorra, Nar Shadaa, and Tatooine if that matters.
