The items could have been redeem on the older character already and used. Also many of the pets and items you receive are unlocked in collections. Mail is only sent the time it is either earned or when you create a new character.
So if it's not on the old character you may have redeemed it. Check your collections to see if it's unlocked and then also check your character inventory and Cargo space for those items.

As mentioned, other items such as pets are present in the collection of the old character.
My inquiry is only about features such as "enable titles" and "gear customization".
I suppose back in the day when my old character received the mail, the original package had different contents for the "friends" box.
If I had redeemed it on that character already I would have the features available, but I don't.
Again, only on the new character, where I freshly received the new mail with a box of such content.
It's possible the items were different at that time. To further investigate email support@swtor.com to have them look into it. You can provide the character name, server and what is missing and they may be able to find out further.
