Frozen Peaks Lifter mount not applied to all characters in Legacy

Once completing the Hoth Dynamic Encounters Achievement "Encounter Mastery: Hoth", the Frozen Peaks Lifter mount is awarded to a single character instead of becoming available to all characters in the Legacy upon consumption. Have not completed the Tatooine achievement to determine if the bug applies to both "Legacy" Lifter mounts. Relogging does NOT fix the issue. New mount only shows up in list of mounts on character used to unlock the mount. Mount does not show up in collections or as a mailed item to other characters in Legacy.
