got a new mobile phone transfered app but it needs new serial number

Log in with just username and password and leave the security key code blank, you then should see the URL circled in this link to remove the old key.
then setup the new key, ensure you have the new app
This does not work because it take you to the old help page at SWTOR.com. For me calling is not an option as I am not a subscriber, nor can I subscribe even if I wanted to because I cannot access my account at all.
Ensure this is the website and not the launcher, it may help to try a different web browser as well.
All account issues are by phone regardless if a subscriber or not
