[HELP] Launcher issues after each Game Patch

There was server issues associated with todays patch (see this post for info), however that should be resolved now.
Few questions for info
- Has the launcher stopped trying to repair files ?
- What issues where occuring with streaming (bitraider) ?
Initially can you right mouse click on the game shortcut , and select open file location
then copy the launcher.settings file to the desktop
Once there run this repair utility at this link however "important bit" do not run/open the launcher until you copy the launcher.settings file back.
(this will ensure you stay as non streaming)
UPDATE
The launcher keeps not patching, when I press the "repair" says :"Unable to retrieve patch data. Check Network connection (208)" then I pressed multiple times the "Repair" and the Launcher Downloaled: "Game Client 221" and allows me to play the game without a problem, but.. If I close the game and reopen it... The Launcher starts downloading in this sequence: "Game Client 1" > "Game Client 220" > Allows to play > Press Play > "Your current game not matches with the server version"
That is now the issue, everytime the Game Client 221 is succesfully downloaled, restarting the game forces the Game Client 220 being installed.
I suppose my only method is reinstall the entire game, right?

Definitely odd behavior
It seems as if the manifest files are not updating correctly after patching to say the game is patched.
So saying that something can be blocking/file permission with the manifest file updating for example
You could take the system to a clean boot per this link and see if it behaves, other then that copy the entire swtor game folder to another folder location and create a new game shortcut to launcher.exe and see if redoing file permissions has any affect as well.
However It maybe simpler and less stressful plus time to do a clean install and see if it resolves.
Actually With the non streaming launcher you can even boot up in safe mode with networking
If the launcher doesnt update correctly there it never will ..... you can update in safe mode just not play the game.
but worthwhile seeing if the launcher stays updated by opening and closing a few times there

I reinstalled the entire game, but now I'm having the problem of: can't logging because this error keeps appearing "Unable to retrieve patch data. Check network connection (208)"
