like i said before, its not windows 10, it was doing this even before i upgraded
i also did everything woody said to do for the settings in windows 10, still does it, meaning its not a windows 10 issue
Can you provide a dxdiag per this link
I have found a few other threads but nothing concrete just people pointing to the driver

Do you have a DVI cable handy at all , just want to see if changing from HDMI to DVI has any affect on this ?
I havent heard of anyone having this in quite a while and figured if it was a driver issue then everyone with your video card would have it, but your the only person I have seen post about this issue at present, so it begs the question as to "why" hope that makes sense.
I gather you are not wanting to update windows at present to the latest build ? which is fine if that is what you are wanting.
Have noticed you are on build 14393 (Redstone 1) that was released on 02 Aug 2016, latest is 15063 (Redstone 2) released on 05 April 2017.
Only other information in the dxdiag is on crashes but what I cant tell is how recent they are, to look press the windows key and type reliability and open the reliability history to see when the following occured
2 x BCCode 141 usually listed as a video hardware error (however this can be driver caused)
1 x brwc.exe crash (this is bitraider and is the patcher for swtor)
2 x llceflib_host.exe crash - appears to be second life
2 x LogonUI crash - this is windows file
1 x TESV.exe crash - appears to be elder scrolls
1 x MBAMService.exe crash - malwarebytes
1 x svchost.exe - windows file

no i do not have a dvi cable, but i have a vga cable and i tried it too and it still did it

Is there much listed/recent listings in the reliability history for the stuff mentioned in the previous post ?
If you do the below
Press the [Windows] Key + [R] at the same time
Copy the following in to the text box and press ok
%localappdata%\swtor\swtor\settings
Cut the client_setting file and place it on the desktop, when you start the game it will create a new one, once you get back into the game as long as it starts ok , feel free to delete the client_setting file (just want to keep it so you can paste it back if you need too).
I am away for a few days so if I do not respond here that is why.

When it is like press the ALT + Enter keys then the game should be back to redo the ingame resolution again

Just to confirm something what occurs if you set the refresh rate to 60 instead of 75 ?
Also can you add the below line to the client_setting file just to be sure this is set fully for window mode

my refresh rate is already set to 60, do not know why the one i posted says 75, cuz i check before i added that line, and it said 60

Just to follow this a bit more is the windows desktop resolution running at 60 or 75 Hz ?

how would i check that, the one i found was for my monitor and it was running at 59

Enter 59 in the client_setting file does that do anything ?
I do mine in the Nvidia control panel so I imagine the AMD CCC will be similar

i changed it all to 60, as in my AMD CCC it says it is running at 60

Have you tried a different monitor at all ?
The more i look at the picture in the first post what does it remind you of ?

Just to be clear I am not saying there is anything wrong with the monitor itself , swtor is one of the few games I have seen read the EDID instead of current resolution
I just want to confirm a different monitor behaves the same before pursuing further

well for one i do not have another monitor to hook up, and this one alone is 10 years old, here is the specs on it:

if i am not mistaken, i do not think i have re installed the game since i upgraded graphics cards, would a full reinstall work? and while installing could avast be blocking some files needed? Because before this one i was using a piece of junk Radeon HD 6450 1GB DDR3 card, then i upgraded to this current card two months ago

I wouldn't think it will help, but it never hurts to tick it off and I have not seen an AV cause this sort of issue
if you do try a complete install , best to delete the appdata stuff too found per the below directions , if you have UI profiles you want to save in that location save the GUIProfile folder and copy it back to the same place after the install again

Scroll down and find a swtor folder and delete it.Have you ever set that monitor to run at 75Hz ? and then set the game to match ? (thinking of why 75Hz would appear at all in the client_setting file on its own)
If you only ever use 60Hz for example maybe trial an override created with CRU (Link) that only specifies 1920 x 1080 @60Hz and see if this has any impact on the game.
