How do i activate passive abilities?

Hi everyone!

I’m wondering on how to activate my passive abilities. I newly purchased the improved speed piloting in my legacy under character perks and travel. But it’s saying that it is passive. So how do I do to get it activated? Do I have to purchase a speeder before i get to activate it? And where do I buy one if thats the case? Please, any help on this one is greatly appriciated!
