How do I change the game resolution after logging in, but before the game loads?

When you click the play button and the window for the game would pop up press ALT + Enter to force the game to go into Full Screen Mode and then you can go to your graphics settings from either the character select screen or the in-game screen of a character and change your resolution back to windowed mode or adjust the graphics as needed.

You can also edit the file directly:

Press the [Windows] Key + [R] at the same time 

Copy the following in to the text box and press ok 

%localappdata%\swtor\swtor\settings

Open the client_settings.ini file in notepad and ensure the following are displayed within 

Fullscreen = false
D3DFullScreen = false
RefreshRate = 60

Check NativeHeight, NativeWidth, Height and Width ( all 4 ) match your monitor resolution.

Save and close the file.
Start the game as normal.
Change graphic settings within the game as desired.
