I use the same email to both account so how do I know it linked each other
using the same email does not create a linkage, linkage was made on account creation, and each account can use a different email and password

I have 1 more question. How can I reactivate account if it disable?
swtor account displayname ? can check if any options exist bar calling swtor support
otherwise call swtor support on monday when the lines are open, they can help get things sorted

Support have your email with the steam screenshots, however cant add the gametime due to the account issue
in your case, you are best to call swtor support when the lines are open to help fix the account, it should be a quick easy fix though
no other way unfortunately

What if I change linked steam to other SWTOR account it will worked out?
If you link steam to another swtor account , resubmit the steam screenshots using the email address on the other swtor account , as long as the steam account is linked to the swtor account the gametime is being applied too is fine
