the 60 rub is a merchant verification charge it will auto refund in a few days, best recommendation at moment is try a different payment method
feedback from swtor here wont be until Tuesday and likley will be what i just mentioned as debit cards are not always suitable for a recurring sub , it may buy the 60 day non recurring sub
I dont have different payment method (non debit card) unfortunately, but i can try purchasing subscription through Steam - is it okay to do?
And other question - "60 Day Non-Reccuring Sub" is "60 Days - Billed once, Game time is immediately added to your account" subscription?

Steam is one option to purchase
60 days if says non recurring is a one off purchase of game time
Support said the bank has said no to the purchase, maybe chat to them before retrying
