Is there still one free name change for characters?

I've heard from many sources that every character gets one free name change. I've looked in the SWTOR website but couldn't find the rename option. I also looked in-game but couldn't find it. I do kno...

I vaguely recall a character name was provided ages ago for subscribers , however that was once for the account not per character
