Launcher has internal error 0x01. Trys to find ini fldr in diff game

Title. It is trying to find an ini folder in my Forza Horizon 5 folder for some reason. 

I have already tried repairing and uninstalling+reinstalling the game. I'm really at a loss here.

First it was on the c drive so I figured that was the issue, even though FH5 is on the d drive. So I reinstalled SWTOR onto my E drive. Same exact issue. What is happening and how do I fix it? I just want to play the game.
