Have you had a look in the c:\windows\syswow64 folder for a file called libcef.dll ?
If you press the windows key and type reliability and open the reliability history , how recent are the crash reports listed in the dxdiag ?
Crashes appearing for the below , may not be related but why the crashes are there is unknown at this point

The other crashes were unrelated and have not been an issue since but I dont have the libcef.dll
Take the system to a clean boot per this link and see if the launcher appears, the bitraider service will need to be running to patch but the launcher should appear ok.
