Launching the game on Steam forces my PC to reboot

Whenever I launch the game, I'm shown the loading screen for a brief second, and then my main monitor will turn off displaying "no signal" and then after a few moments, my whole PC will just restart....

    @oneRaijin 

    add the lines per the guide if they dont exist 

    Open the client_settings.ini file in notepad and ensure the following are displayed within 

    Fullscreen = false
D3DFullScreen = false
RefreshRate = 60

Alright I've gone ahead and added "Fullscreen = false" and "RefreshRate = 60" in it while also changing "D3DFullScreen" from "true" to "false". I attached how it looks.
