Lieutenant Quinn bug
I'm playing a Sith Warrior and at the end of the class story on Balmorra. When i have conversation with Lieutenant Quinn He says line about paperwork after departure and the conversation scene is over. Nothing happen. I have violet main quest marker on him and when i click on him same conversation starts. I can advance main story. Please help.
Try standard troubleshoot first , do a game repair per this link and then reset the quest and see if it remains an issue
