FPS variation is expected however most play without issue, trick is to keep the gameplay smooth
I would suggest having shadows on low as they will bring any system to its knees.
create a swtor profile in the NVidia control panel if one doesn't exist and adjust pre-rendered frames to 1 , this should help if you are getting stutter
other then that this was a odd post I saw recently about fixing low fps in warzones here
Install this particular directx redist on win 8 here it can also help smooth things.
I have presumed windows power options etc are already set at high performance
I tried every options you suggested but none seems to work, its still drops to 20 fps in warzones.
