low quality graphics after update on windows only

On my partner's laptop with Intel xe graphics running windows 11, since the last update her graphics quality is extremely low, no matter the settings. I found this under discussion in the swtor forum as part of the last update to fix flickering and that it is happening on all integrated graphics. However, it did not happen to me with the same xe graphics running on Fedora. Even with my graphics set to the lowest setting, I could still see significantly more detail than on her computer after the update. So I tried the Fedora partition on my partner's laptop and this fixes the low quality graphics for her as well. Both of us are running Fedora 38 with kernel 6.3.

    The main issue with intel cards , most do not meet the minimum dedicated vram requirement of 1GB most have like 128mb 

    changing game location only change i am aware of is it uses a different diskcachearena cache file that is in the game folder (size is about 1GB), all other settings at least from swtor side remain the same.

    That might be the case, though I have not experienced an issue using Intel xe. On Fedora and using Intel xe I can run my graphics on high, 1080p, 60fps with no flickering and great detail and textures. But the same PC running swtor on windows 11 looks blurry AF. There's some problem with the update only affecting Windows users but not affecting Fedora users, possibly not affecting any Linux users, possibly not affecting Linux users with the new kernel, etc.
