Dxdiag for example details you did not have the latest firmware it says you have F1 and latest is F2
I tend to go back to scratch and look at the everything in the system first, i did not mention the other stuff in relation to swtor just overall system care.

I think it may be a driver issue with the 970 GTX, it should be able to pump out more FPS then 10-15 (you're right on that point).
First of all, try disabling GeForce Experience. I've seen lots of people having issues with perf loss while this program is running.
Try a clean install of the graphics driver. Strange as it may seem, some games have issues with a driver, whereas other work smoothly.
Orrrr....Is the game using the Intel graphics that are baked in the 7600 ?
In the NVidia control center, set the driver for the launcher.exe process to the 970 GTX (instead of automatic settings).
You can also disable the graphics feature of the CPU in the UEFI if you like.
Also, (and again this may seem weird), install a full DirectX 9 redistributable package, as DX 12 sometimes works poorly in retrocompatible mode.
I had to do this when I upgraded to a 1070 GTX, but now I do get 120 fps stable (due to G-Sync panel).
If this doesn't work, backup your SWTOR to an external drive and try a full reinstall (to exclude game client issue).
Questions :
- Did you reinstall Windows 10 after upgrading your system ?
- Did you install MSI drivers if no clean install, or do you use the Microsoft ones you got at the first boot ?
- Are you running Forza and Andromeda from the same drive, or did you put those on the SSD ?
