The ingame help to create tickets / speak to an agent via live chat is only available for subscribers. F2P and Preferred do not have this option available to them. Also note they removed the live chat option a long time ago, only the create ticket is available to use for subscribers.
What are the bugs you are looking to submit?
One I already have in a separate ticket, to which you've responded with a bug report. I plan on trying the suggested solutions later today.
The other bug I am no longer planning to report, as later search engine digging reveals that many other people have reported it already: The Defiance companion quest being broken. No need to pile on since plenty of others have reported the problem. It looks like the solution there is "wait until an update fixes it."
