its not a compatibility issue, I set them to the same compatibility and nothing changed. also the exception list didn't solve it either
Few other things to check, ensure there is no proxy set in the internet options for the web browser like internet explorer or edge
some antivirus can block the servers, some common issues are below
eset - disable protocol filtering
kaperskey - disable scan secure / encrypted connections
nortons (firewall) - set to allow as auto can auto block
I guess the next question to ask does the servers appear on another PC on that internet connection ? this would be an easy way to check if it is confined to that computer or if it is a block from the router/modem or ISP for example
Just to make sure, the compatibility mode checkbox needs to be un-checked on both launcher.exe and swtor.exe.
Also, you mentioned you're working off a fresh factory reset, have you made sure to run all Windows Updates since then? Be sure to include any non-critical or optional updates too, and restart your PC where necessary. Essentially the goal is to get to the point where 'Check for Updates' comes back saying "No updates available".
