Double check with your friend to ensure their link is correct.
After that note the following:
In order to be eligible you must use the link you got as the first step in creating a new account or logging back in to an existing account.
This means before you create your account you click the link then you create your account or log out of your account on swtor.com first then click the link then log back in. May need to clear cookies and cache as well.

Thank you for the suggestions , i tried clearing cookies and cache and logging out of my swtor account and then logging in after clicking on your referall link and i still get this message "This account is currently not eligible for the Friends of SWTOR Referral Program, Please visit the Referral page at www.swtor.com/info/friends for eligibility requirements."

Have you ever subbed before. If you have there is a 90 day waiting period before the link will work.

That is just it per my previous post, you need to create the account on using the referral , the only existing accounts eligible are previous subscribers that have unsubscribed longer then 90 days.
Given you never subscribed but have an account , by the official link it isnt eligible
