There could be a system delay between mail servers, in particular mail servers scanning emails , if it doesnt resolve in 24 - 48 hrs likely best to call swtor support when the lines are open and try using an email in a different domain
as to the security key, google auth is the recommended app and also requires logging into the account, which it seems you cant to do yet as you need an OTP to login
