Sounds like you installed the game incompletely and are missing some files. I am assuming that you are using the streaming launcher (BitRaider). To get it to verify and fix the files, go to the folder where SWTOR is installed, open the BitRaider folder where you have to delete the .xfr files and the "config" folder, and start the launcher. (source) After it has checked the files, the world should hopefully show up correctly.
In addition or if the above didn't help, you can deactivate BitRaider and go back to the old launcher which is less buggy. Keep in mind that when doing this, you will have to redownload the game once more - but since you write that you already reinstalled it a few times, I assume this won't be a problem for you.
To deactivate BitRaider, go to your SWTOR installation folder, and open the "launcher.settings" file in Notepad. Find the following two lines and replace them with these values:
- , "PatchingMode": "{ \"swtor\": \"SSN\"}"
- , "bitraider_disable": true
When opening the launcher, it will then download the game with the non-streaming launcher, and once it is done downloading and installing, you should no longer see any missing models or textures.
