quickbar and elevator bugged or glitched

Quickbar bug and elevators bugged, sinse many months back it started that refreshment get bug and can not show the countdown and always the skill appear as usable, but when I try to activate it it still reloading but it does not show it and I always had to reboot the game a lot of times 'til it works.

and when this happens the elevator stop working by that I mean they stop where  they were last time, can not go down and can not go up.

I'm annoyed and frustated of this, can not play the game
