The error that you encountered means that you most likely found the datacron on another toon - most liklely your main toon during previous playthroughs in the area. With 4.0 if you find a datacron on one character it's stat bonus is sent to all characters under the datacron section of your UI. Therefore in order to not double up on stats on the server individual datacrons can only be accessed\unlocked once per legacy.
