Support said the linked EA account is still disabled , so the right outlook email address hasnt been used in the link
if cant resolve give swtor support a call the lines are open , they can assist you with this

i cant help further with this if the linked ea account still shows as disabled , support can put a new email address on it so the account can be restored

Support said they see no account issue , they can see purchase attempts that have been rejected by the bank for some reason
maybe remove and readd the card , try a different payment method otherwise maybe see if the bank can see any issue on their side
