if the item isn't in that characters inventory which is what is suppose to happen when it is claimed from the cartel market 

then send an email to support@swtor.com, provide username , server and the character name, detail you didnt get the purchased unlock 

will need to be patient ticket response time is around 6 days due to the holidays
