Same issue different item. I bought a race and it shows the in game purchase, but i cannot create a character of the purchased race.

So same answer, if nothing got wrong,
You have to Claim the Unlock from the Cartel Market, with the Character you bought the unlock,
then use it in you Inventory.
If an error occurred and the item is lost you will have to Call CS, as an Sub you can try an InGame Ticket but Calling will be faster.
