You no Customer Support Yes,

as an subscriber send an InGame ticket asking for an Character Restore, mention the lost Race Activation.

As non- subscriber, normally Chars aren't restored in your case they should restore the char, give you the Item or restore the Coins,

as non- subscriber send an mail to support@swtor.com, describing what happened and ask to restore the Item.
