what antivirus are you using ? and is launcher.exe specified in the exception list ?

I'm using Avira (free version), which does not have its own Firewall system -- there is no exception list.
launcher.exe is specified in the Windows Firewall exceptions.
Saw to try running compatibility mode as Windows 8, but this setting didn't change the outcome.
what about the antivirus exception list ?

if this isnt possible right mouse click on the taskbar and open taskmanager and end task on all the avira processes and see if any change
just need to reboot to restore again
- @proxos666 Was about to say, I had to do some digging -- they really hide their file and process exceptions. Sheesh! Let me add the executables and try again.
Neither adding exceptions nor closing altogether had an effect.
I think at this point I'm better off doing a clean reinstall?
maybe do a install via steam if you use steam, the download method is different
