Ensure there is an exception for launcher.exe in the antivirus and firewall

Then Try restarting the PC then right mouse click on the game shortcut and select open file location, delete the bitraider folder then start the launcher

If there wasn't an exception in the antivirus/firewall I would have never got to 97% let alone 1%. But thanks for the info, I just spammed restarted the launcher until it started moving again. If this happens again I'll do what you said.
