If you are a subscriber, you would need to submit an in-game ticket with what happened, the name of the character you sent it to and the server they are on. If your not a subscriber, you will need to email support@swtor.com with your Display Name, Character you mailed it from, server your on, who you mailed it to and what the item was for further investigation.
