Re: Launcher won't download game update

Go into Window Services and ensure the BitRaider Mini-Support Service Stub Loader is enabled and running

Symptom of it not enabled is 100% complete and no play button as seen in your photo

That fixed it. Now I wonder if that will fix my problem with ESO as well.
