They have introduced Level-Sync with an Game Update Years back, there are so many discussion on that over at swtor.com.
It is so that you can go to any low level Planet you like an do there what ever you want and get at least some rewards for you an everyone you helps gets still XP.
How that all will play out in a few weeks we will have to see.
