This usually occurs on systems below the minimum game requirements , usually these are intel video cards that do not have the 1Gb Vram
there is usually 2 options , play that part on a system above the minimum game requirements or ask support to move the game along
usually these systems may also run into trouble with the later content too, but may be able to lower gfx to get past the stuck part
