Sounds like you bought the single character unlock as opposed to the account wide unlock
try sending an email to support@swtor.com explaining you bought the single unlock instead of the account unlock and ask if this can be refunded so you can get the account wide unlock
put a link to this thread in the email as well , it may help.
Not sure how they will respond with this issue unfortunately
when you buy should be a screen like below seen to choose account wide on the right (this is an old picture so price may be different now)
